The Galaxy Horses can only come by breeding a male and female with Galaxy eyes they do not have to be the same Galaxy eyes. Here is a complete list of Galaxy Eyes:

Do the Galaxy Horses pass their coats?
The Galaxy Horses are like the Albinos in that they do not pass their coats. However, breeding a Galaxy horse to another Galaxy Horse or even breeding a Galaxy Horse to another horse with Galaxy eyes increases your chances of getting another Galaxy horse. The Galaxy coat you receive will be chosen at random.
